Legislative Decree No. 195 of 2025 was published in the Official Gazette of the Union (DOU) on September 10, approving the text of the Agreement on Cooperation in the Defense Industry between the Government of the Federative Republic of Brazil and the Government of the Republic of Turkey, signed in Brasília and Ankara, on March 25, 2022.
The agreement provides for cooperation in various areas of the defense industry, such as joint research, development, production, and modernization of military equipment, systems, and materials. Furthermore, it includes the implementation of joint projects in their respective territories; mutual support in the acquisition and modernization of defense goods and services; exchange of technical and scientific information; and the promotion of agreements for the development and manufacture of weapons.
The joint sale of products to third parties is also planned, in compliance with international standards, as well as the exchange or sale of military surpluses. The cooperation also includes personnel exchange programs; technical visits; participation in trade fairs and symposiums; and partnerships between military institutions, companies, and maintenance centers.
The rights and obligations of Brazil and Turkey regarding intellectual property, production, licensing, sales to third parties, patent preservation, and technology transfer in joint projects must be defined in specific agreements for each project. The countries must protect these rights in accordance with their national laws and international commitments.
The agreement will last for five years, starting from the date it comes into force, and will be automatically renewed for successive periods of one year, if there is no opposition from the countries, promoting technology transfer and joint development of military systems.
